How Is Tax Calculated
Formal trade is fully taxed under general trade rules. The tax calculation is as follows:
Tariff (based on the commodity tariff code) + import VAT (standard rate 13%, 9% for some goods) + consumption tax (only for specific goods such as tobacco, alcohol, luxury items, and cosmetics).
Goods on the ECFA Early Harvest List may qualify for preferential or zero tariffs once a certificate of origin is obtained; actual eligibility depends on the commodity tariff code.
Shipping Notices
Must fully list item names, specifications, quantities, unit prices, and total value, matching the actual cargo — not filled in vaguely.
The sender (exporter) must complete Taiwan import/export trader registration; the recipient (importer) must be a registered company in mainland China.
For goods on the Early Harvest List, a certificate of origin must be obtained before export customs declaration to qualify for preferential tariffs.
